Based on its Statute, the University of Buenos Aires is a public institution that has as its goal the promotion,  diffusion and preservation of Argentine culture. It fulfils its mission by fostering a permanent direct bond with  universal thought but dedicates individual attention to Argentine problems. The University contributes to the development of culture by means of humanistic studies, scientific and technological research and artistic creation. It spreads ideas, the conquests of science and achievements in  education and the various communication media. The University performs objective studies on national problems and publishes its conclusions.   It provides timely technical advice to private and state institutions and participates in the activities of companies. At the University of Buenos Aires, research plays an important role. Since 1986, the University of Buenos Aires has financed more than 3400 research and development projects with its own resources. In its Scientific Programming 1998 - 2000, the University of Buenos Aires annually financed 1100 research and development projects, constituting a 100% increase over the first years of the Nineties.  The total number of full-time researchers in  the research and development groups in  different academic units has been increased from 1400 in 1986  to 4575, currently representing 14% of scientific and technological researchers in the country. Within the framework of the Program for Training Human Resources, since 1986 4200 research scholarships have been awarded to 2100 young researchers, 30% of whom are now working at the University of Buenos Aires.   More than of 60% of the university's researchers are between 25 and 45 years of age.  Much of their activity is being conducted in the university's 75 research institutes. 70.000.000 pesos were granted in scholarships for to young researchers to obtain graduate degrees 46.000.000 pesos were allocated to cover the expenses of for research and development projects.  16.500.000 of these were for the acquisition of scientific equipment for research groups, in particular, to cover the cost of the computer science requirements.  16.700.000 pesos were allocated to improve the physical surroundings in which researchers work and providing overseas trips and incentives for researchers to boost scientific and technological productivity. The Faculty of Psychology has been recognized for its vocation to contribute from its academic field to the resolution of the current economic crisis in Argentina and coping with its effects on the well being of the population. As stated in the University Statute (art. 69), the University's has as a function of its academic task to serve as an instrument of social improvement at the service of the Nation and the ideals of humanity via the three basic goals purposes that found in  the social contract between the University and the community: teaching, research and expansion.

The Institute of Correspondence Courses was established in 1974 with a view to providing facilities for instruction through correspondence to all those who, for one reason or another, are unable to attend conventional institutions although academically qualified to do so. Ben-Gurion University of the Negev was established 30 years ago to spearhead development of Israel's southern region. The Faculty of Social and Political Sciences comprises four main disciplines: Psychology, Political Science, Social Science and the Science of Sport and Physical Education, which together cover all the main branches dealing with human beings and their interaction with other individuals and society as a whole. Prof. Alain Clemence represents in the European PhD programme both the Institutions, as coordinator – together with prof.
